Il Comune quindi, come chiesto dal Governo, evita lo scontro: pur di mantenere i suoli e il parco della legalità è disposto a cedere alle imprese costruttrici le volumetrie perse – o meglio i “valori immobiliari” – in altre zone della città.

Un’intesa che tutela anche lo Stato Italiano visto che è stato chiamato in causa dalla sentenza della Cedu del 20 gennaio 2009.
